I have the honour to address you on the subject
of the development for residential purposes of the area in New Kowloon known as Kowloon Tsai adjoining the Garden City
of Kowloon Tong.
2. Provision for the expenditure of $30,000 during the current year in connection with this work has been made ✓
under Head 34, Subhead 71 on page 105 of the Estimates for 1935. The estimated total cost of the work is $403,000, and

a first contract was signed in March 1933 under which the sum of $136,000 had been expended up to December 31st, 1934.
At the time the Estimates for 1935 were prepared it was
considered that the sum provided would prove sufficient to complete the first stage, and to make a large area of building
land available for sale.

it has now been represented to me by the Director of Public Works that further expenditure estimated at $44,000
for filling and drainage work will be necessary before the
demand for land in this area can be met. This further
reclamation is also partly necessary for sanitary reasons in
order that certain low lying areas forming breeding-places for mosquitoes may be raised to the same level as the
surrounding ground.
